He has worked with Penobscot Job Corps for over five years, previously holding the position of career technical training manager. Howard earned a Bachelor of Science degree in secondary education and a master’s degree in educational leadership. He has served in public education for 26 years as a teacher and administrator, as well as 23 years in the United States Navy on several ships and several other commands. His last three years of military service were at Bath Iron Works attached to the U.S. Navy Supervisor of Shipbuilding, Conversion and Repair.
